Ohio Learners Permit

The first step towards earning your license is to obtain an Ohio temporary drivers permit. The Ohio learners permit is needed to start the driving practice lessons. Please note that you must operate a vehicle with an adult licensed driver seating next to you until you get an unrestricted license.

Ohio Graduated Licensing Program

The Graduated Driver License (GDL) Program in Ohio contains 3 basic steps: temporary learners permit, driving practice period and probationary license.

The temporary permit stage has a minimum age restriction. Applicants must pass a written knowledge exam before they can be issued with an Ohio drivers permit and start the driving lessons. A first-time drivers under 18 years of age should hold a permit for at least 6 months and take a certain amount of supervised driving hours before they can take the road test. Once the applicant passes the driving test, he receives a probationary license. The GDL program helps you to become a well prepared, safe driver and keeps you away from the vehicle accidents.

Temporary Permit Exam

Once the future driver applicant turns 15 and a half years of age they can apply for a temporary permit. They may start from studying the Ohio driver's manual and taking some practice tests. The drivers manual contains everything you need to know about signs, rules of the road and safe driving techniques. Once you are ready, go straight to the Bureau of Motor Vehicles (BMV) examination station and take the eye and a written knowledge tests. The examiner will also ask you some questions concerning your physical health. No appointment is necessary, and the testing is free.

Another great way to prepare for the drivers permit exam is to take one of the Ohio drivers education programs. Most of the classes contain both the classroom and driving hours and you cannot find a better way to prepare for the exam.

After you pass a written test you can apply for a Temporary Instruction Permit Identification Card (TIPIC) from the Deputy Registrar. Applicants will need to pay $22, show proof of their age and social security number. Please note that you must present the same documentation you showed at the testing center. If you're under 18, you'll need a cosigner on your application, who will also need to show acceptable identification documents. Please be careful with the permit packet because if you damage it or lose you will need to start the application process from the beginning.

Temporary Permit Restrictions

Here are some basic requirements for the permit holders:

  • With the temporary permit you can practice for your skills test by driving on the street, but only with a licensed driver 21 years of age or older in the front seat. Please note that if you are younger than 16, you must drive with a parent, guardian or certified driving instructor
  • The minimum learners permit holding period is 6 months
  • You must have the permit packet with you every time you are driving
  • If you are under 17 you may not drive at nighttime (between 1 a.m. and 5 a.m.) unless supervised by parent or guardian
  • All passengers must wear seatbelts

If a permit holder is under 18, there are also additional rules regarding moving violations. If you accumulate 3 moving violations your permit will be suspended for a year. If you get any other traffic violations (for example alcohol-related) your permit will be suspended for extra 6 months.

Upgrading Your Learners Permit to Drivers License

When a permit holder successfully passes the driving skills test he or she get a completion form that needs to be presented at the deputy registrar. The deputy will collect a fee and issue a photo license immediately. If the applicant is under 18 years old, he or she will be issued a probationary Ohio drivers license.
